Robust policy advice and evaluation support

Schiff Consulting has advised many leading government departments and agencies on policy development and assessment of policy impacts and outcomes. This includes economic research and modelling to understand the likely impacts of policies on markets and social groups to inform policy decisions. We also contribute economic and quantitative analysis to support evaluation of policy decisions and other government initiatives after implementation.

Compared with larger consultancies, Schiff Consulting offers excellent value for money and this enables our public-sector clients to do more with limited budgets.

Examples of work

Health evaluation data analysis: Quantitative support for an evaluation of a trial nursing intervention for rheumatic heart disease patients in South Auckland, for Counties Manukau DHB (with Dovetail).

Aged care programme evaluation: Schiff Consulting contributed analysis of service and activity data to support an evaluation of a publicly-funded support programme for aged care in Australia (with Charles Darwin University).

Tourism economics: The NZ Parliamentary Commissioner for the Environment contracted Schiff Consulting to do an econometric study to estimate demand elasticities for New Zealand international visitor arrivals, to inform broader policy work around the environmental impacts of tourism.

Competition in electricity: Schiff Consulting provided data analysis and economic modelling to support assessment by the NZ Commerce Commission of a merger application in the NZ retail electricity market.
